Guillermo is the Executive Director and Managing Weaver of the Partnership for Democracy & Education, LLC helping facilitate synergy among various organizations and programs, weaving together 501c4, 501c3, and investment capital; organizing donors, funders, and investors towards more generative and democratic forms of politics and solidarity economy. This is the latest phase of his long-standing work in helping build the electoral and political infrastructure of the social justice sector to contest for governance power.

Before joining The Partnership, he was Senior Fellow and Founder of the Independent Resource Generation (IRG) Hub at Amalgamated Foundation, an ongoing effort to make IRG a distinct field of practice. The Hub started to codify and provide a central place for sharing and harvesting the lessons of current efforts around IRG for power building nationwide. Earlier and for several years, Guillermo was the Program Director for both the Solidago Foundation, a public charity, and the See Forward Fund, a 501c4 social welfare foundation where he contributed to the development of a new layer of social justice political infrastructure, what many now refer to as independent political organizations (IPOs).

Before going to the philanthropic side, Guillermo led community-based and statewide organizations working on education and democracy reform issues, leaders and candidate development and elections. He currently serves on the board of the Proteus Action League. Guillermo holds a Master in City Planning from MIT. He received his B.A. in Economics from the University of Puerto Rico at Rio Piedras.
