A nationally recognized expert on political strategy and advocacy centered on tribal legislative and policy issues at the federal level, Ms. Cook Macarro serves in governmental affairs advisory and consultant capacities for many initiatives advancing the interests and priorities of Indian country. Holly is a frequent speaker at national and international conferences and events and an on-air political contributor to the nation’s leading tribal media outlet, Indian Country Today, providing political updates and commentary on tribal issues.

Holly’s background includes service as the Director of the Office of Native American Affairs at the Democratic National Committee and in the White House Office of Intergovernmental Affairs. Holly has also served as the national co-chair of the Native Vote initiative at the
National Congress of American Indians (NCAI) and in strategic and tribal outreach roles for numerous Senate and Congressional candidates. Holly has also been a key tribal voice in advising Democratic Presidential campaigns for over 20 years – helping to develop candidate policies on Indian Country issues and providing political guidance regarding engagement with tribal governments.

Ms. Cook Macarro is an enrolled citizen of the Red Lake Band of Ojibwe in northern Minnesota.
